Baker was a track and football standout for the University of Wisconsin-Milwaukee in the late 1960s and early 1970s. Baker made a large mark in track, winning AAU championships in the 40-yard dash four times, the 220-yard dash twice and the 100-yard dash once. He also won a USTF indoor championship in the 60-yard dash and was named the most valuable performer of the Ferris State Invitational after setting two meet records. Plus, during his time at UWM, he established school records in the 40-yard dash and the 100-yard dash.
In football, Baker was a halfback and wide receiver for two seasons under Wally Dreyer. He also returned punts and kickoffs for the Panthers after transferring from the University of Richmond. Since graduating from UWM, Baker spent an extended amount of time as a guidance counselor and track coach at Kettle Moraine High School.
