Morgan starred at quarterback for the Milwaukee Normal School football team in 1917 and captained the basketball team in 1917 and 1920 (after service in the Navy). Until he retired in 1965, Morgan served as Director of Municipal Athletics for the city of Milwaukee for 42 years. During his tenure with the Milwaukee Sports Program, he increased the number of sports activities from 11 to 28. He organized the Junior American Legion Baseball program, Stars of Yesterday leagues and the Skippers Baseball program.
